Scope
Web Assistant parameter, specified either in the URL or in the Web Assistant parameters in the linked application.
Purpose
When this parameter is set to true, a message of "We have added some great new features. Click here to find out more." is displayed at the top of the screen, as soon as the user accesses the application.
It appears that the message text is hard-coded and cannot be changed.
(I think this parameter has been discontinued, and only the infoBarTimeoutWhatsNew is required now (because specifying any positive integer in infoBarTimeoutWhatsNew would require whatsNewDirect to be true).
