Purpose

Currently undocumented by SAP, this setting seems to be intended to allow changes to users' personal data (where this is retained under GDPR requirements) to be deleted after a specified period.

If this setting is selected, then a batch job will run automatically overnight, and delete personal data change logs older than the period specified in the Delete After (Interval Type) / Delete Logs Older Than (Interval Unit) settings.


Use

Presumably you would use this setting (and the related two settings) so that personal data change logs are deleted older than the period for which GDPR laws require them to be kept.
