Border (Documentation Settings setting)

Purpose
This setting defines the width of the 'highlight' that is drawn around the screen element (object) in the generated document. Note that the highlight is drawn on the outside of the object and/or any Highlight Offset, so the width specified here will not 'eat into' (or overlap) the object/padding.
Note that although this setting is in the Markers category, it does not apply to the border around the 'marker' itself (the circle containing the action number) - which seems to default to around 2px - although it does apply to the line drawn between the highlight and the marker.
Use
Technically, the border is drawn around the area specified by the Highlight Position / Size property for the action macro - which, by default, is the same as the Control Position and Size property, which itself defaults to the outside border of the screen element (object) as captured during recording.
